DESENTRALISASI MUATAN LOKAL DALAM KURIKULUM PAI NASIONAL: STRATEGI INTERNALISASI NILAI KARAKTER MELALUI PENDEKATAN LOCAL WISDOM

This study explores the urgency of decentralizing local content within the National Islamic Religious Education (PAI) curriculum as an effort to strengthen the internalization of student character values. Amidst the currents of globalization, religious education often falls into the trap of delivering textual and doctrinal material, failing to resonate with the cultural reality of the students. This article aims to formulate a strategy for integrating local wisdom into the PAI curriculum through three primary stages. First, the identification of relevant cultural values, such as the Memayu Hayuning Bawana (Java) philosophy representing the concept of Ihsan toward nature; the Adat Basandi Syarak, Syarak Basandi Kitabullah (Sumatra) principle as a manifestation of the integration between revelation and tradition; and the Bubuhan (Kalimantan) value which strengthens social solidarity (Ukhuwah). Second, the reconstruction of transformative teaching materials and strategies, where PAI content is contextualized with local wisdom through an ethnopedagogical approach.Third, a systematic character internalization strategy conducted through habituation and attitude-based evaluation. The findings suggest that the decentralization of local content is not merely an addition of regional subjects, but an effort to position religion as a living value within the culture of the community (Living Islam). This approach is expected to shape students who are not only ritually pious but also culturally rooted (Glocal Identity) and capable of addressing moral challenges within their specific environments.
